For a voicemail daemon, I think asterisk does just that http://en.wikipedia.org/wiki/Asterisk_(PBX) and I also thing there's a package somewhere.

Everything you mentioned is rather easy to implement with [[siglaunchd]], just set rules for numbers you want to screen...

For recording a call: Call_Recorder For a voicemail daemon, I think asterisk does just that http://en.wikipedia.org/wiki/Asterisk_(PBX) and I also thing there's a package somewhere.
