GTA03 is the codename of a phone that is currently in development by Openmoko. It seems as if it will not be available before Q3 2009. This post from Steve Mosher gives more details.
The GTA03 will be based on a more advanced system-on-a-chip of same family as the Neo FreeRunner (GTA02). It will presumably differ from it by having EDGE and a camera. GTA03 will not include support for 3G networks because of the high price of 3G chips for low volume phones [1].

GTA03 Specifications
The GTA03 will be based on the GTA02 introducing several major hardware changes
New:
- New case design
- New GSM chip (2.75/EDGE): Cinterion, (Siemens) MC75i
- New WiFi/Bluetooth chip: Marvell 88W8688
- Different Battery (Wishlist/LiFePO4 Battery based? - for long life?)
- Camera
- SoC: s3c6410
- GPS: ANTARIS 5
- Touchscreen: EETI PCAP7200 capacitive touch device driver.
