If voip is not blocked on your carrier provided phone, that means you're free to use it. If you own a factory unlocked phone, which the neo will be, the carrier cannot prevent you from using any of the phone's features. If you're using voip through wlan, there is no way the carrier can tell that you have voip on your phone.

Can you clarify please, many of the points you make are carrier issues not handset issues. Are you speaking from a US perspective, your initial reasons suggest this. If so please bear in mind that this is a worldwide device.
