Q1:Do we need a tree to display package list at Navigation Area?
At the spec, the packages are grouping by sections. It can't implement by using navigation list.

I'm just using the word "category" instead of "section" because I think it makes more sense for end users.

Why do the two widgits Top Panel and Footer Area be deleted?
A: (User:Sean These were moved to the application section. After Harald and Mickey's discussion, they realized these really should be treated as applications, not widgets.
